Budget Analyst

DutiesAssist in administering the total budget programming utilizing the General Fund Enterprise Business System (GFEBS).
Responsibilities in the development of budget guidance to be followed by other budget/resource management personnel, program directors, and activities with budget reporting responsibilities.
Ensures that obligations and expenditures are made in accordance with existing laws and regulations and are made in a timely and effective manner.
Reviews, analyzes, edits, and consolidates budget submissions.
Identifies requirements shortfalls and trade-offs and prepares appropriate supporting documentation.
Proposes alternative methods of financing un-funded requirements.
Develops narrative justification statements and presentation material for budget submissions and reprogramming requests.
Emphasizes and explains budget limitations, program requirements, and directives, with attention to actual or potential funding problems and recommends policies for solving them.
Analyzes trends in fund utilization, and prepares status reports depicting causes for major deviations from programmed targets.
Provides staff support and assistance to associated and lower grade personnel including on-the-job training in budgetary and financial management policies, practices, and procedures.
Assist lower grade personnel with year-end fiscal closeouts, mid-year reviews, quarterly reviews, and similar tasks.
RequirementsConditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
A background investigation and credit check are required.
This position requires you to possess or be able to obtain and maintain a Financial Management Level 2 certification within 24 months of employment.

Specialized Experience GS-11:
One year of specialized experience which includes analyzing and resolving a range of budget problems, assuring agency fund requirements are prioritized and submitted, monitoring assigned budgetary actions, utilizing various automated accounting programs to compile data and create reports, budget execution, budget formulation, and reprogramming.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OREducation:
Ph.
D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
Accounting, Finance, Business Administration, and Public Administration.

Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
Add the two percentages.
Specialized Experience GS-12:
One year of specialized experience which includes managing automated financial system to monitor budget expenditures; identifying solutions to budgetary problems; utilizing budget processes and procedures to assist in the formulation and execution of an operating budget; monitoring and managing the government travel system; and manage reimbursable program.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11 (GS-09) and GS-12(GS-11).
