Responsibilities:
About the Opportunity
Program Manager to oversee and lead a team providing service desk, network engineering, and security support for an enterprise level program in Army HRC. This is a full-time position.
Effectively manage a team providing a range of IT support, including customer support and network engineering, in an enterprise-level environment. Provide cost estimation and program analysis. Coordinate day-to-day project management and oversight with next level management and/or technical leads. Lead the earned value analysis and change management efforts for the program. Interact heavily with the client to ensure expectations are met. Make recommendations to the client regarding future direction for the program. Develop project and program management documentation to accompany the system development and project/program management life cycles.
8+ years experience including significant experience in a project or program manager role. Bachelor's degree in a related field. Project Management Professional (PMP) certification required. Experience managing an enterprise-wide contract or task order consisting of Customer Support, Data Center Operations, and Computer Network Defense tasks for Federal government programs. Experience overseeing the execution of infrastructure and application development projects. Experience managing remote teams or geographically dispersed personnel. Experience supporting a contract or task order responsible for adhering to DoD information security and personnel security practices. Experience implementing service level agreements and performance metrics on a contract or task order is preferred. Experience supporting the intelligence community with information technology security requirements is a plus. Solid customer service skills and possessing a pro-active management style, and the ability to work closely with the client. Knowledgeable in task negotiations, monthly reporting, cost estimating, and program analysis. Familiarity with MS Project or similar management tool. Excellent communication skills. Qualifications:
Education and Years of Experience:

  • Bachelor's degree or requisite experience from an accredited institution in one of the following:

    1. Computer Science

    2. Business Administration

    3. Engineering

    4. A discipline with an information technology focus.


    Experience:

    1. Minimum of three years of experience (at least one year of experience in the past three years) managing an incident response team in a DOD environment.

    2. Experience supporting a DOD Security Operations Center or Command Operations Center.

    3. Minimum of five years of experience (at least one year of relevant experience in the past three years) as a technician using DOD enterprise cyber tools, such as, ACAS, HBSS, SIEM, Firewalls, and Network Access Control (NAC).

    4. Possesses an active CISSP or CISM.

    5. Possesses an active Certified Ethical Hacker (CEH) certification.


    It is desired that the CND Lead has the following qualifications:

    1. Experience supporting defensive cyber operations at the DOD Joint level, such as, working for USCYBERCOM, JFHQ-DODIN, NSA/Central Security Service (CSS), National Mission Force, or Service Cyber Protection Team (CPT).

    2. Experience as an expert technician using any of the following CND tools: SIEM, Intrusion Detection System (IDS), PowerShell, Kali Linux, Burp Suite, Metasploit, and Meterpreter.

    3. Experience as an expert in any of the following CND tactics and techniques: malware analysis, network exploitation, packet analysis, Snort signature development, and red team and hunt team.



Required Skills/Certifications:

  • Possesses an active CISSP or CISM.

  • Possesses an active Certified Ethical Hacker (CEH) certification.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
